Patriotic Banner Step 7 Glue the two ends together to make it all one piece of paper with the printed side facing out. Once the glue is dry (and I recommend using a hot glue gun if you have it! extra strong and dries very fast.) this part may take a little manipulating, but it gets easier with practice. Push one side of the centers together and you will have a sort of cone shape. Then press the paper flat and you will form the circle flower.
